A company will be eligible to apply the HKSOA membership if:

• It is incorporated in Hong Kong under Companies Ordinance (Cap. 32)
  
  
• It has substantial connection with Hong Kong. This means that it should have a significant proportion of its research, design, development, production and management located in Hong Kong
  
  
• Its primary business should focus on software outsourcing, professional services in ICT sectors and software development
